Zhuhai International Arbitration Court (Hengqin International Arbitration Center, Zhuhai Arbitration Commission, abbreviated as "ZCIA") is located in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin. Established in 1999 by the People's Government of Zhuhai in accordance with the Arbitration Law, it is a commercial arbitration institution. It is also the first arbitration institution nationwide to complete institutional and mechanism reform in accordance with the Several Opinions on Improving the Arbitration System and Enhancing Arbitration Credibility issued by the General Office of the Communist Party of China Central Committee and the General Office of the State Council (Zhong Ban Fa [2018] No. 76). It has established a corporate governance structure with the council as the core and implemented a governance mechanism featuring the separation and effective coordination of decision-making, execution and supervision.
Its institutional functions include independently arbitrating contractual disputes and other property rights disputes between equal domestic and foreign citizens, legal persons and other organizations in accordance with the law, and providing diversified dispute resolution legal services such as commercial mediation. The institution currently operates at two locations: the Xiangzhou Office is situated at Arbitration Building, No. 389 Ningxi Road, and the Hengqin Office in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin occupies the 8th and 9th floors of Qin'ao International Legal Service Cluster, No. 233 Gang'ao Avenue.
The court currently has 981 arbitrators in total, among whom 189 are from Hong Kong, Macao, Taiwan and foreign regions, accounting for 20% of the total. There are 50 Hong Kong arbitrators and 96 Macao arbitrators, making it the mainland arbitration institution with the largest number of Macao arbitrators.
From its establishment to 2025, the court has handled a total of 21,000 domestic and foreign arbitration cases, with the total disputed amount exceeding 72 billion yuan. Beyond traditional civil and commercial disputes, its case scope covers private equity, internet finance, financial leasing, international trade, international transportation and other fields, with parties coming from mainland China and more than 30 countries and regions worldwide. In 2023, it accepted 1,400 cases involving a disputed amount of 19.488 billion yuan, ranking among the top ten out of 277 arbitration institutions across the country. Notably, it took on 105 foreign-related cases with a disputed amount of 15.824 billion yuan, placing it among the top five nationwide.
Aiming to build a world-class arbitration institution, the court has long been committed to promoting the commercial arbitration legal system, improving diversified dispute resolution mechanisms and supporting the development of a high-quality business environment. Rooted in Hengqin in recent years, it has vigorously advanced the alignment of civil and commercial legal rules between Zhuhai and Macao and yielded fruitful achievements in legal innovation. Since 2021, it has jointly built the "Zhuhai-Macao Arbitration Cooperation Platform" with major Macao arbitration bodies including the Macao World Trade Center Arbitration Centre, the Macao Lawyers Association Arbitration Centre and the Macao Arbitration Association. As a key achievement, this platform was incorporated into the Regulation on Promoting the Development of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin adopted by the Standing Committee of the Guangdong Provincial People's Congress in 2023.
In 2022, it was selected into the first batch of Postgraduate Training Programs for Juris Master (International Arbitration) jointly launched by the Ministry of Education and the Ministry of Justice, becoming one of the 20 joint training bases for foreign-related arbitration talents in China. It has forged cooperative ties with over 20 domestic and overseas universities such as Renmin University of China, China University of Political Science and Law, Wuhan University, Sun Yat-sen University, University of Macau and NOVA University Lisbon to strengthen the cultivation of foreign-related professionals. In the third-party credibility evaluation of arbitration institutions in 2023, it was awarded the "Reform and Innovation Award" as one of only five arbitration institutions nationwide. In 2024, it was honored as an "Advanced Collective in National Public Legal Services" by the Ministry of Justice, being the sole representative of arbitration institutions in Guangdong Province to receive this title.
